Comprehensive Review of IT Management Framework using COBIT 5 APO 01 at Ministry of Communication and Information Services of Manado City

Abstract

This study employs the COBIT 5 framework to evaluate the IT governance of the Ministry of Communication and Information Services (KOMINFO) of Manado City, with a particular focus on the APO 01 domain. By analyzing key documents, interviews, and observations, the research assesses the maturity and effectiveness of the organization's IT processes. The findings indicate that KOMINFO has a comprehensive and well-documented IT strategy and has attained a capability level of 3, signifying that its processes are clearly defined and consistently followed. The key areas of focus include IT management, information architecture, service offerings, resource management, risk and change management, and budgeting. To advance to a capability level of 4 ("Predictable Process"), the study proposes enhancements to IT strategy documentation, improved communication and collaboration among stakeholders, the establishment of a comprehensive risk management framework, and the provision of training for IT personnel. In conclusion, while KOMINFO has made notable advancements in IT governance, further improvements are necessary. These measures will facilitate the optimization of IT processes and facilitate the attainment of higher capability levels, offering valuable insights for the governance of IT in the public sector.
